Rwandese Civil Society and Political Organizations (RCSPO)  September 14, 2014  Memorandum to the UN Security Council, the European Union, the UNHCR Executive  Committee, the African Union and SADC on the Situation of Rwandan Refugees in DRC  and the FDRL The present memorandum is a joint reaction of the Rwandan Civil Society and Political  Organizations of diaspora (RCSPO) following the latest news releases and statements from key  players involved in the search for ways and means to ensure the prompt return of lasting peace in  the region of Great Lakes in general and particularly in the Democratic Republic of Congo  (DRC) and Rwanda. 1. Statements and Press Releases  Among the statements and press releases that caught the most attention of the signatories, there  are: 1. The declaration of the Special Envoy of the United States for the Great Lakes region, Mr.  Russ Feingold who claimed, on August 5, 2014 at the US-Africa Summit, that there is no  justification that the FDLR solicit political
